We now turn to the law that almost everyone cites as the basis for the income tax: the 16th Amendment to the Constitution, ratified in 1913. Its roots are in the earlier Revenue Act of 1894 in which Congress, attempting to procure some of the gains of the (federally-connected) railroads and trusts, imposed the tax on additional subjects.
